Job Description

One Acre Fund has several applications implemented in a SQL server merge replicated architecture using web synchronization to a hosted server. There are nearly 100 locations in 8 different countries, which communicate with our main production server through merge replication. In addition, we are using transactional replication to other hosted servers for various database loads.
As the number of locations and countries grows over time, we are seeking an exceptional professional to serve as SQL Server Developer/Administrator who can build and improve on our current database architecture, as well as plan ahead for future scaling. In addition, the SQL Server Administrator will assist with trainings when One Acre Fund expands to new countries.
The SQL Server Administrator will perform the following and other duties as assigned:
  • Database backups and security
    • Create and maintain security policies for developers connecting to SQL server.
    • Monitor and test automated backups, ensure offsite storage, and perform consistency checks.
    • Evaluate server performance and make recommendations for improvements to the server administrator
    • Maintain and test disaster recovery and emergency failover procedures.
  • Database architecture ownership and performance tuning
    • Make recommendations on the database schema to meet business objectives
    • Make recommendations on database structure to conserve space and ensure sustainable storage requirements
    • Monitor indexes and query execution plans and suggest improvements
    • Implement archiving strategies
  • Communicate with our developers and field operations team
    • Act as gatekeeper for direct data manipulation/cleaning requests.
    • Create scripts for setting up a test environment with production data for developers.
    • Create and maintain a training environment tailored to different country program needs.
    • Assist with database architecture changes and staging data migrations.
  • Support
    • Maintain and improve field location database maintenance scripts.
    • Monitor field location database performance.
    • Monitor replication performance.
    • Assist local IT staff with troubleshooting in case of connectivity problems with the database.
  • Other
    • Our IT needs keep growing and the SQL Server Administrator may be asked to help out in other areas occasionally.

Qualifications

Job Description

One Acre Fund is seeking a Data Scientist to leverage our central data warehouse to drive core business functions like repayment collection, client enrollment and retention, product adoption, and supply chain optimization. A successful candidate in this role will be a pro-active and independent worker able to manage numerous internal and external relationships, scope and organize project needs, and communicate effectively with stakeholders along the full spectrum of data fluency. S/he will build relationships and learn 1AF operations to utilize the appropriate local context to design scalable and accessible decision support tools. The role will also support internal agronomic research efforts and provide support for using data to improve decision making across the organization.
  • Improving accuracy and efficiency of core business functions - One Acre Fund collects information on what clients purchase, payment behavior, and client retention over seasons. A successful data scientist will leverage these data to build predictive models to support business decisions such as, “how do we proactively seek out defaulters?” and “how can we tailor our product marketing most effectively?” Success will be measured by empowering country programs to reach impact and scale targets with greater efficiency.
  • Exploration – The Business Intelligence team manages the organization’s core data reporting system; we are tasked with identifying new impact opportunities for country research teams (Innovation Teams and field teams ) to assess and scale. A successful Data Scientist will deeply understand the ins and outs of the  field program so s/he can propose new global research programs, change the way that we approach existing analyses, and identify new avenues by which One Acre Fund can deliver data-driven impact to smallholder farmers.
  • Adapting agronomic elements of the program to heterogeneous conditions – The Data Scientist will be responsible for working with internal and external agricultural scientists to analyze field crop yield gap drivers and develop agronomic hypotheses to be tested through on-farm trials. This will involve aggregation of weather, soil, pest and disease, and agronomic data to analyze the magnitude of various sources of yield variation in different areas of program operation. It will also involve coordinating with field teams to collect the data we need and setting and executing analysis plans.
  • Capacity building and advising – We are looking for someone with experience and willingness to teach others and advise on organizational data and analytical decisions. A successful Data Scientist will enable and improve the analyses of other analysts both within the Business Intelligence Team, Agricultural Research Team, and in other departments. The data scientist will seek to use their experience and influence as an organizational data leader to affect how the organization at large utilizes data for decision making. Support topics may include questionnaire design and execution, efficient data cleaning, outlier management, model selection and interpretation, and predictive analyses.

Qualifications

We are seeking an exceptional professional with 3+ years of experience, a demonstrated passion for development work, and a very strong knowledge of analysis and data science. Candidates who fit the following criteria are strongly encouraged to apply:
  • MSc or PhD in a highly quantitative field such as data science, statistics, econometrics, computer science, or applied mathematics required.
  • Knowledgeable in predictive and causal analyses in Python and R including:
    • Knowledge and experience in supervised and unsupervised machine learning  techniques: statistical tests, regression, Random Forest, Boosting, PLS, DNN, K-means clustering, etc.
    • Experience querying databases with SQL.
    • Experience visualizing/presenting data using ggplot, matplotlib, or seaborn.
    • Experience with field experiments and experimental design preferred. A successful candidate will understand how to derive causal estimates from structured experiments as well as other causal inference methods (e.g. regression adjustment, propensity score stratification), or quasi-experimental methods (e.g., instrumental variables, regression discontinuity, interrupted time series) and the appropriate statistical methods.
  • Strong, independent self-starter with an emphasis on delivering results and communicating proactively with management and collaborators.
  • Excellent written and verbal communication skills for coordinating across teams.
  • Experience and comfort with geospatial analysis preferred.
  • Professional or research experience in agriculture and/or development preferred. Interest in learning more about needs of smallholder farmers a must.
  • Fluency in English required, Kiswahili and/or French a plus.
  • A willingness to live and work in East Africa for at least two years.

JOB DESCRIPTION 

One Acre Fund relies on a home-grown Client Management Information System to help us manage our field program information. As we grow our organization, we need to continually improve this system and facilitate its integration with third party tools. Currently, our Client Management Information System handles the enrollment of 180,000-300,000 smallholder farmers spread over multiple countries, records farm supply orders, manages the delivery of seed, fertilizer, and solar lights to clients, tracks millions of payment transactions, and creates a wide variety of business intelligence reports. 
Our database uses a distributed client/server model where field offices can perform data entry and run reports offline while syncing with a central server as needed (e.g., during times of poor internet connectivity). On the backend, the technologies used are SQL server 2014 with merge replication to field offices, while on the front end we use MVC.Net, Breeze.js, and Angular.js. As we are growing, we are looking to: 
  • Improve our existing tools to capture a wide variety of program configurations per country and provide functionality for a multitude of field product and process innovations.  
  • Provide central management and reporting tools while maintaining a focus on field usability. 
  • Build out efficient bulk data entry functionality with a heavy focus on data quality control, as well as field-facing mobile and tablet data entry, and reporting where appropriate. 
The Developer will be based in Jinja, Uganda. S/he will be responsible for the following: 
  • Producing a field-facing, mission-critical Program Management System. 
  • Participating in the continued development of our mission-critical custom database, which impacts every aspect of the organization’s operations. 
  • Developing features allowing for flexibility in the way individual countries run their operations, while still focusing on reusability across countries. 
  • Maintaining a long-term perspective when faced with urgent operational demands.
  • Working together with our small team of developers. 
  • Maintaining coding standards and participating in peer code reviews. 
  • Technology experimentation: Experimenting with a variety of technologies to improve operations. Investigating appropriate solutions for deploying upgrades, database scaling, and interacting with 3rd party software providers.

  • Knowledge of database concepts and SQL/Linq.
  • Very strong self-manager. After an initial six-month period of heavy mentorship, supervision will consist of one weekly check-in. Accordingly, we need someone who is very well-organized and can manage their work independently. 
  • Willingness to commit to the position for at least two years. 
  • Experience living in a developing country is desired, but not a requirement.  
  • Language: English required, French is a plus.
